Public Security Administration Punishments Law of the PRC · Article 39
旅馆业的工作人员对住宿的旅客不按规定登记姓名、身份证件种类和号码的，或者明知住宿的旅客将危险物质带入旅馆，不予制止的，处二百元以上五百元以下罚款。
Hotel staff who fail to register the name, ID type, and ID number of a guest, or who fail to stop a guest from bringing dangerous substances into the hotel, shall be fined between RMB 200 and 500.

Provisions on Temporary Accommodation Registration of Foreigners
境外人员在宾馆、饭店、招待所、旅店等住宿的，应当在办理入住登记时，由住宿单位向公安机关报送住宿登记信息。住宿登记信息应当在境外人员入住后 24 小时内报送。
Foreigners staying at hotels, inns or guesthouses must have their accommodation information reported to the public security authority by the hosting unit at check-in. The report must be filed within 24 hours of the foreigner's check-in.

外国人在中国境内的旅馆住宿的，旅馆应当按照旅馆业治安管理的有关规定为其办理住宿登记，并向所在地公安机关报送住宿登记信息。
Foreigners staying at a Chinese hotel shall be registered by the hotel pursuant to public security regulations on the hotel industry, with registration information reported to the local public security authority.
